He claimed: "I am deep in the meaning that only poverty can change for a long time, and it is a last resort to create everything." He warned the ministers: "If the face goes against my heart, it will lose the purpose of the court to seek truth from facts, which is not what I hope!" Since the Opium War, Emperor Guangxu was the first emperor of the Qing Dynasty to realize that the traditional way of governing the country was no longer suitable for the times. He realized the principle that poverty can change, flexibility can change, and the general rule lasts for a long time, emphasizing the spirit of seeking truth from facts, which is commendable.
