On April 14, 2004 (February 25 of the lunar calendar in 2004), the State Council made decisions on handling three "extraordinarily serious accidents." On April 14, 2004, Premier Wen Jiabao presided over an executive meeting of the State Council to make decisions on the handling of those responsible for the major blowout accident at PetroChina East Sichuan Drilling Company, the "February 5" major casualty accident in Miyun County, Beijing City, and the "February 15" major fire accident at Zhongbai Commercial Building in Jilin City, Jilin Province. Ma Fucai, general manager of China National Petroleum Corporation, Zhang Wen, county magistrate of Miyun County in Beijing, and Gang Zhanbiao, mayor of Jilin City, resigned respectively.
