Interim Provisions on Adjusting the National Management System of January 20, 1961
Sixty-four years ago today, on January 20, 1961 (December 4, 1960 in the lunar calendar), the Central Committee issued a number of provisional provisions on adjusting the state management system. The emphasis was on centralization and unification to help overcome economic difficulties. The main provisions are: 1. The power of economic management should be centralized at the central, central and provincial levels; 2. Since 1958, the human, financial, commercial and labor rights that have been delegated by provinces, municipalities, autonomous regions and central ministries have been improperly released and will be recovered; 3. The administrative management, production command, material transfer and cadre arrangement power of enterprises directly under the central ministries and departments shall be transferred to the central competent departments; 4. Important materials shall be uniformly managed and distributed by the central government; 5. Financial power must be centralized, and deficit budgets are not allowed at all levels; 6. No breakthroughs are allowed in the national labor plan; 7. All work tasks such as production, infrastructure, acquisition, finance, culture and education, and labor shall not be carried out layer by layer up the ante.
