On November 17, 1991, the China fire-fighting team triumphantly after extinguishing 10 oil well fires in Kuwait. As soon as they got off the plane, they drove straight to Zhongnanhai and were cordially received by Premier Li Peng of the State Council. After the Gulf War, 727 of the 950 oil wells in Kuwait caught fire, which was the most serious environmental pollution in human history. On March 21, 1991, President Yang Shangkun and Premier Li Peng of the State Council stated that China would work hard to help the Kuwait people rebuild their homes when they met separately with Minister of State of Kuwait Abdul Rahman Awadi. The next day, a seven-member expert team from China National Petroleum Corporation took Abdul Rahman Awadi's special plane to Kuwait. On July 14, during Premier Li Peng's visit to Kuwait, Kuwait and Kuwait formally signed a contract for the oil well fire extinguishing project. According to the contract between China and Kuwait, China immediately dispatched a fire-fighting team to Kuwait.
