During the "Ninth Five-Year Plan" period, faced with the complex international and domestic economic environment, the Party Central Committee and the State Council assessed the situation, took charge of the overall situation, and insisted on using development methods to solve problems in progress. Through the joint efforts of the people of all ethnic groups across the country, they effectively controlled inflation and successfully achieved a "soft landing" of the economy, in response to changes in the economic situation, they implemented the policy of expanding domestic demand, decisively implemented a proactive fiscal policy and prudent monetary policy, and curbed the trend of deflation. We have overcome the difficulties caused by the Asian financial crisis and insufficient domestic effective demand, and have made great achievements in national economic and social development. The quality and efficiency of economic operations have improved, comprehensive national strength has been further enhanced, and the GDP has grown at an average annual rate of 8.3%. The output of major industrial and agricultural products ranks among the top in the world, and the shortage of commodities has basically ended. The production capacity of major agricultural products such as grain has been significantly improved, and the supply of agricultural products has undergone a historic transformation from a long-term shortage to a basically balanced total amount and surplus in bumper years. Positive progress has been made in industrial structural adjustment, high-tech industries such as the information industry have grown rapidly, and results have been achieved in eliminating backward and reducing excess industrial production capacity. The service industry continues to grow and jobs increase. Remarkable achievements have been made in infrastructure construction, and the "bottleneck" constraints have been alleviated. Economic system reform continues to deepen, and a socialist market economic system is initially established. The three-year goal of reforming and rescuing large and medium-sized state-owned enterprises has been basically achieved, significant progress has been made in adjusting and improving the ownership structure, the construction of the market system has been comprehensively advanced, and the macro-control mechanism has been further improved. The pattern of all-round opening up to the outside world has basically taken shape. The scale, structure and quality of foreign trade and utilization of foreign capital have expanded, improved, and the open economy has developed rapidly. People's living standards continue to improve, the consumption structure improves, and the problem of food and clothing for the rural poor has been basically solved. The strategy of rejuvenating the country through science and education and the strategy of sustainable development have been effectively implemented, and various social undertakings such as culture, health, and sports have made comprehensive progress. The construction of clean government and the fight against corruption continue to advance. The construction of socialist spiritual civilization and democracy and the legal system have been further strengthened. Hong Kong and Macao have returned to the embrace of the motherland, the "one country, two systems" policy and the Basic Law have been fully implemented, and the great cause of peaceful reunification of the motherland has made historic progress. There are also some outstanding problems in economic and social development: First, the industrial structure is unreasonable, regional development is uncoordinated, the level of urbanization is low, the overall quality of the national economy is not high, and international competitiveness is not strong; Second, science and technology and education are relatively backward, scientific and technological innovation capabilities are weak, and human resources are insufficient; third, important resources such as water and oil are in short supply, and the ecological environment in some areas has deteriorated; fourth, the socialist market economic system is not yet perfect, and institutional factors that hinder the development of productivity are still outstanding; fifth, population pressure is high, employment conflicts are sharp, the income growth of farmers and some urban residents is slow, and the income gap is widening; Sixth, the market economic order in some areas is quite chaotic, corruption, extravagance and waste, formalism and bureaucratic styles are still serious, and the social security situation in some places is not good. In this regard, we must maintain a clear understanding and seriously solve it. The next five to ten years will be an important period for my country's economic and social development, for strategic adjustment of the economic structure, and for improving the socialist market economic system and expanding opening up to the outside world. This outline is compiled in accordance with the "Recommendations of the Central Committee of the Communist Party of China on Formulating the Tenth Five-Year Plan for National Economic and Social Development". It is a strategic, macro and policy plan. It is a national economic and social development during the "Tenth Five-Year Plan" period (2001 to 2005). The grand blueprint for the common struggle of the people of all ethnic groups in the country. The outline mainly expounds the national strategic intentions, clarifies the government's work priorities, and guides the behavioral direction of market entities. The proposed industrial development direction and priorities are guiding opinions for market entities.
