On May 4, 1940, the Central Committee of the Communist Party of China issued the instructions drafted by Mao Zedong to the Southeast Bureau: "Let's develop anti-Japanese forces and resist the attack of the anti-communist diehards." This instruction was issued in response to Xiang Ying, Secretary of the Southeast Bureau, emphasizing that Central China is special and unwilling to develop behind enemy lines and to realize the established strategic task of the Central Committee of the Communist Party of China to develop Central China.
