On July 20, 1983 (June 11 of the lunar calendar), the central government proposed that the leading group should realize the "four modernizations".

From July 6 to July 20, 1983, the Organization Department of the CPC Central Committee held a national symposium on organizational work in Beijing. The meeting emphasized accelerating the revolutionary, youthful, knowledgeable and professional construction of the leadership team in the spirit of reform, improving the structure of the leadership team, improving the quality of the cadre team, reforming the cadre system, and improving the combat effectiveness of the party organization. The meeting emphasized that the "three types of people" and those who oppose the Party Central Committee's line since the Third Plenary Session of the 11th Central Committee and those who have committed various serious violations of law and discipline, those who have made serious mistakes but have not corrected them seriously, or have poor ideological quality, those who are accustomed to making trouble, disunity, have no sense of responsibility and professionalism, as well as those "good old people" who have no principles, and those who have mediocre moral integrity and do nothing, cannot join the leadership team. The meeting called for the reform of the cadre management system, the inspection and understanding, training and education, selection and use of cadres, and the improvement of the system of election, recruitment, appointment and removal, impeachment, and rotation of cadres.
