Forty-five years ago today, on October 10, 1980 (September 2, 1980), the Hague Convention on Guaranteeing the Safety of Civil Aviation entered into force. On October 10, 1980, our country's government officially acceded to the Hague Convention on Guaranteeing the Safety of Civil Aviation and the Montreal Convention entered into force. In order to stop the illegal seizure of aircraft and illegal acts against the safety of civil aviation, the International Conference on Air Law adopted the above two conventions in The Hague, the Netherlands, in December 1970 and in September 1971 in Montreal, Canada. At present, more than 100 countries in the world have joined these two conventions. On September 10, 1980, our country deposited with the United States, which is one of the archiving countries, China's instrument of accession to the two conventions. In the instrument of accession, the Chinese government declared that the signing and ratification of the above-mentioned conventions by the Taiwan authorities in the name of China was illegal and invalid. At the same time, it declared that the Chinese government will not be bound by the following provisions of the two conventions, which stipulate that in the event of a dispute over the interpretation or application of the conventions that cannot be settled through negotiation, the relevant dispute shall be submitted to arbitration or submitted to the International Court of Justice.
