August 31, 1965 Amendments to the Charter of the United Nations enter into force
Sixty years ago today, on August 31, 1965 (August 5, 1965 lunar calendar), the amendment to the UN Charter came into force. After the establishment of the United Nations, with the vigorous development of the national liberation movement in Asia, Africa and Latin America, a series of newly independent countries have emerged one after another, and the number of UN member states has increased. The amendment of the Charter has been mentioned on the agenda of each session of the UN General Assembly since 1956. From 1956 to 1957, the 11th session of the UN General Assembly received proposals from Argentina and other Latin American countries and Spain to amend the relevant provisions of the Charter in order to expand the membership of the Security Council and the Economic and Social Council, and to increase the number of votes required for the Security Council to make decisions. Until 1961, at each session of the UN General Assembly, the proposal to amend the Charter to increase the number of seats on the Security Council and the Economic and Social Council was repeatedly proposed by Asian, African and Latin American countries, but Amendments to Articles 23, 27 and 61 of the Charter were finally adopted for the first time at the 18th session of the UN General Assembly in 1963. The amendments came into force on August 31, 1965. According to the amendments, the total number of seats on the Security Council was increased from 11 to 15; the number of votes required for Security Council resolutions on procedural matters and all other matters was increased from 7 to 9. The number of seats on the Economic and Social Council was increased from 18 to 27, and the number of members elected by the Economic and Social Council each year was correspondingly increased from 6 to 9, with the term of office unchanged for three years. The resolution also stipulates the principle of equitable geographical distribution of co-opted non-permanent seats on the Security Council. The above amendments reflect the desire of Asian, African and Latin American countries to expand their seats in the main organs of the United Nations, so as to further enhance the status of third world countries in the United Nations and the international arena.
