Twenty-nine years ago today, on March 1, 1996 (January 12, 1996 in the lunar calendar), the Martial Law of the People's Republic of China came into effect. In the event of a state of emergency that seriously endangers national unity, security or social and public safety, the state may decide to impose martial law. This law is a law that comprehensively stipulates the decision, implementation, measures, and duties of martial law. Martial law stipulated in our country is actually similar to a state of emergency implemented abroad. Since our country's constitution stipulates martial law, and in the past Lhasa and Beijing also declared martial law, the name of the draft is still stipulated as Martial Law. All countries with more sound legal systems in the world have such legal systems for dealing with states of emergency. Since the second half of 1989, the Legal Work Committee of the Standing Committee of the National People's Congress, together with the Legal Bureau of the Central Military Commission, has conducted investigations and studies on the implementation of martial law in Lhasa and Beijing, and has held discussions with localities and troops for opinions on many occasions. On this basis, drawing on relevant foreign laws and regulations, the "Martial Law of the People's Republic of China (Internal Trial Draft) " was drafted, and the military and other relevant parties and localities were issued for comments. The "Martial Law of the People's Republic of China (Draft) " was revised and formed. Adopted at the 18th meeting of the Standing Committee of the Eighth National People's Congress on March 1, 1996.
