On August 17, 1895 (June 27, the 21st year of Guangxu in the Qing Dynasty), Kang Youwei, Chen Chi, and others founded "Chinese and Foreign Chronicles" in Beijing. The original name was "Universal Gazette", because it had the same name as the "Universal Gazette" run by Shanghai foreign missionaries in Shanghai, and it was renamed "Chinese and Foreign Chronicles" since the 46th issue, a double daily magazine. Liang Qichao and Meng Maihua were editors, and the British Timothy Li also participated in it. The content is mainly to compile the Western News, introduce the "political and economic situation of the great powers and the Qing court's medals", with the intention of broadening knowledge and publicizing the reform. Each circulation is about two or three thousand copies, which are attached to the "newspaper". On January 20, 1896, it was seized by the Qing government and banned from distribution.
