On December 6, 2001 (October 22, 2001 in the lunar calendar), Liu Zhibing, Executive Vice Chairman of Guangxi Zhuang Autonomous Region, was investigated and punished. On December 6, 2001, the Central Commission for Discipline Inspection conducted an investigation into Liu Zhibing, former member of the Standing Committee of the Party Committee and Executive Vice Chairman of the Government of the Guangxi Zhuang Autonomous Region, for violating discipline and law. The Central Commission for Discipline Inspection decided and reported to the Party Central Committee for approval to expel Liu Zhibing from the Party. The Supreme People's Procuratorate has arrested him in accordance with the law. After investigation, Liu Zhibing's main violations of discipline and law are: 1. He used his power to make profits for other units or individuals, and accepted bribes from Zhu Moumou and others equivalent to approximately RMB 832,000. In 1992, at the request of Zhu Moumou, manager of a company in Liuzhou, Liu Zhibing provided guarantees for the company's loans through the Liuzhou City Finance Bureau in violation of regulations. In 1997, Liu Zhibing intervened in the public security organs 'handling of the company's smuggling of 230 tons of whiteboard paper. The company evaded taxes of more than 690,000 yuan. In order to thank Liu Zhibing, Zhu Moumou successively gave Liu and his wife bribes totaling RMB 300,000, HK$80,000, and US$18,000. From 1993 to 1999, at the request of Zhang Moumou, a factory director in Liuzhou City, Liu Zhibing violated regulations to reduce electricity bills for the factory by more than 20 million yuan, and helped Zhang's daughter who was doing business win government subsidies of 900,000 yuan. As a result, Liu successively accepted bribes of RMB 170,000 and US$2000 from Zhang Moumou. Liu Zhibing solved issues such as promotion for Wang and other three people. His wife accepted bribes of RMB 110,000 and HK$13,000 from the other party. 2. Use his authority to interfere with the judicial authorities 'investigation of the case of his daughter suspected of committing a crime. From 1994 to 1999, Liu Zhibing repeatedly exonerated his daughter Liu Fang (now sentenced) for participating in the Liuzhou case of false value-added tax invoices and fraud, interfered with the judicial authorities in handling cases, supported him in concealing facts, and implied that he opposed the investigation. 3. Liu Zhibing was morally corrupt and had long-term adultery with his married wife Li Moumou, causing adverse effects. In addition, Liu Zhibing also made mistakes such as accepting gifts. The Standing Committee of the Central Commission for Discipline Inspection studied that Liu Zhibing, as a senior leading cadre, used his power to accept bribes and gifts; supported his daughter suspected of committing a crime in confronting investigations and interfering with the normal handling of cases by judicial organs; Maintaining improper sexual relations with others for a long time, etc., the circumstances are serious and the impact is bad. In accordance with the relevant provisions of the "Regulations on Disciplinary Measures of the Communist Party of China (Trial Implementation)" and with the approval of the Party Central Committee, it was decided to expel Liu Zhibing from the Party.
