On January 13, 1982, Deng Xiaoping delivered a speech entitled "Streamlining Institutions is a Revolution" at the enlarged meeting of the Political Bureau of the CPC Central Committee, putting forward important opinions on the nature, tasks, principles and principles of institutional reform. He proposed that streamlining institutions is a revolution in the system. At present, the organizational structures of the party and the state are bloated and overlapping, their responsibilities are unclear, many personnel are incompetent and irresponsible, and their work efficiency is not high. Without reform, they will not be approved by the people. Subsequently, the institutional reform work of the Central Committee and the State Council began. The number of ministries, commissions, directly affiliated agencies and offices under the State Council has been reduced from the original 100 to 60, and the total staffing has been reduced by about 1/3. The leadership system of the State Council itself has also been reformed, with the number of deputy premiers reduced from 13 to 2.
