Thirty-two years ago today, on October 29, 1993 (September 15, 1993 lunar calendar), the Three Gorges Project was approved for implementation. On October 29, 1993, the "Preliminary Design Report of the Three Gorges Water Conservancy Project (Hub Project) " was reviewed and approved by the second meeting of the Three Gorges Project Construction Committee of the State Council. On the 29th, at a press conference held by the State Council Information Office, Guo Shuyan, deputy director of the Three Gorges Project Construction Committee of the State Council, briefed Chinese and foreign reporters on the progress of the Three Gorges Project and related conditions. According to the price level in May 1993, the estimate for the hub project is 50.09 billion yuan. With the estimate for the power transmission and transformation project and the resettlement of the reservoir to be reviewed, the static funds for the Three Gorges Project will reach 95.40 billion yuan. According to Guo Shuyan, according to the policies promulgated by the state, there are two main types of capital investment in the Three Gorges Project: first, the national price increase of 3% per kilowatt-hour of electricity (considering the level of price increases, it may need to be appropriately increased), as the investment in the Three Gorges Project, with the increase in power generation, the average annual amount is about 15-2 billion yuan; second, the Gezhou Dam Power Plant is assigned to the Three Gorges Corporation, and its net income from power generation is completely used for the Three Gorges Project. However, by discounting the annual income of existing funding sources to the price level at the end of May 1993, the funding gap for the Three Gorges Project for the first 8 years of power generation is 20.80 billion yuan; accounting for 38% of the funding demand. Therefore, we will choose the appropriate time to carry out the shareholding reform of Gezhouba Power Plant and issue stocks at home and abroad; actively utilize foreign capital, such as the use of export credit and commercial loans; and issue bonds or investment funds at home and abroad to raise funds.
