After 1948, he served as Chairman of the Management Committee of Life, Reading and New Knowledge Sanlian Bookstore and Chairman of the Publishing Committee of the Propaganda Department of the CPC Central Committee. After the founding of the People's Republic of China, he served successively as director of the Publishing Bureau of the General Administration of the Central People's Government, director of the Publishing Bureau of the Ministry of Culture, assistant to the minister, director of the General Office, president of the College of Culture, and first vice chairman of the China Publishing Workers Association. He is a representative of the Eighth National Congress of the Communist Party of China, a representative of the First National People's Congress, and a member of the Third to Fifth National Committees of the Chinese People's Political Consultative Conference. Huang Luofeng, formerly known as Huang Wei, was born in Heqing County, Yunnan Province. He was born in 1909. He joined the Communist Youth League in May 1927 and joined the Communist Party of China in August. At the end of the same year, Huang Luofeng went to Yimen and other places to carry out party work, established secret party groups, and led the peasant movement. In 1928, he led the establishment of the special committees of Anning, Yimen and Lufeng counties, and served as secretary of the special committee. Under his chairmanship, the publishing house has published a large number of progressive books and systematically published Marxist classics. The first full Chinese translation of Das Kapital was published by Book Publishing House in 1938. During his stay in Wuhan, in addition to shouldering the work of a book publishing house, he also undertook the task of distributing the "Mass" weekly for the party and engaged in the work of transporting revolutionary cadres to Yan 'an. In October 1938, Huang Luofeng arrived in Chongqing. He is a member of the Bookstore Group of the Cultural Work Committee of the Southern Bureau (i.e. the Cultural Affairs Committee) and is responsible for the liaison work between the National News Agency and the Cultural Group of the Southern Bureau. He was responsible for liaison with the Yunnan Province Working Committee of the Communist Party of China. After the victory of the Anti-Japanese War, Huang Luofeng actively participated in the patriotic democratic movement against civil war and dictatorship in Chongqing's cultural and publishing circles. In October 1948, according to the party's instructions, the three bookstores of Life, New Knowledge and Reading officially established the headquarters of Sanlian Bookstore in Hong Kong, and Huang Luofeng was appointed as the chairman of the Interim Management Committee of Sanlian Bookstore. In April 1950, the General Administration of Publishing decided to establish the General Management Office of Xinhua Bookstore to unify Xinhua Bookstore across the country, with Huang Luofeng as the general manager. For more than 30 years, he has served as chairman of the Publishing Committee of the Propaganda Department of the CPC Central Committee, director of the Publishing Bureau of the General Administration of Publishing, assistant to the Minister of Culture, president of the Institute of Culture, and vice chairman of the China Publishing Workers Association.
