On March 8, 2004 (February 18, 2004 in the lunar calendar), the State Council promulgated the "Regulations on the Administration of Foundations". On March 8, 2004, Premier Wen Jiabao signed the State Council Decree No. 400 to promulgate the "Regulations on the Administration of Foundations", which came into effect on June 1, 2004. The "Measures for the Administration of Foundations" issued by the State Council in 1988 were repealed at the same time.
