On September 26, 1941, the Central Committee of the Communist Party of China issued the "Decision on Party Fees". The "Decision" clearly stipulates the nature, standards, uses and payment methods of party dues, pointing out that party activities require funds, and such funds must be provided by all party members. Therefore, paying party dues is the obligation of every party member as stipulated in the party constitution. The "Decision" stipulates that the standards for paying party dues are: Party members and alternate party members with social and occupational salary income (including factory workers): those with an average monthly salary of less than 300 yuan, pay 1% of the party dues per month, and those with more than 300 yuan pay 2% per month; farmers, handicraft workers and poor party members and alternate party members pay 5 points per month; student party members and alternate party members outside the base area pay 1 cent per month. Those who rely on the party or the local army, government, and civil organs for living allowances; those who receive ordinary allowances (5 yuan and less than 5 yuan), pay 2 cents per month; in addition to receiving allowances and health care fees, there are special income (such as manuscript fees), and the part of their special income should be paid 5%. Party dues should be paid monthly. It is also possible to combine the party dues due within 1 year into one or several payments in advance. Party members and alternate party members who are unemployed or poor may be exempted from paying party dues with the approval of the branch. In addition to the monthly party dues stipulated, if party members and alternate party members voluntarily pay more party dues, or voluntarily pay special donations, they are welcome to pay.
