Qu Qiubai presided over the meeting, Zhou Enlai conveyed the resolution of the Communist International, Qu Qiubai made the conclusion of the political discussion, and Li Lisan made a review speech. The meeting focused on criticizing Li Lisan's "Left" adventurism, correcting miscalculations of the revolutionary situation, stopping the adventurous action of organizing a national general uprising and concentrating the Red Army to attack central cities, and restoring the independent organization and regular work of the Party, League, and Trade Unions. The meeting adopted the "Resolution of the Third Plenary Session of the CPC Central Committee on the Political Situation and the Party's General Tasks" and issued the "Letter to Comrades from the Third Plenary Session of the CPC Central Committee." At the same time, the central leadership organs were reorganized. The Political Bureau of the CPC Central Committee after the election consists of 14 members. Xiang Zhongfa, Xiang Ying, Zhou Enlai, Qu Qiubai and other seven people are members of the Political Bureau of the Central Committee, and Luo Yi, Li Weihan, and Mao Zedong are alternate members of the Political Bureau of the Central Committee. Seven people including Wen Yucheng and Li Weihan were by-elected as members of the Central Committee, and eight people including Yuan Binghui and Zhu De were by-elected as alternate members of the Central Committee.
