On this day, 39 years ago, on November 18, 1986 (October 17, 1986, the "August 63 Plan Outline" was released. On November 18, 1986, the Central Committee of the Communist Party of China and the State Council issued a notice on forwarding the Outline of the High-tech Research and Development Plan (the "August 63 Plan"). On March 3, 1986, scientists Wang Daheng, Wang Ganchang, Chen Fangyun, and Yang Jiachi wrote to the Central Committee of the Communist Party of China and put forward suggestions for the development of high technology. Deng Xiaoping instructed that a decision on this matter should be made quickly and could not be postponed. The notice pointed out that the central government believes that the new technological revolution in the contemporary world will have a major impact on the economic life and social production of human society. This plan outline was formulated after repeated argumentation by experts from various fields. It is in line with the current policy of reform and opening up and is relatively compatible with my country's national conditions. As long as it is carefully organized and implemented, the tasks in the outline may be successfully completed in about 15 years. The "Outline" proposes 15 thematic projects in seven fields, including biotechnology, aerospace technology, information technology, advanced defense technology, automation technology, energy technology and new materials, as the focus of my country's future development of high technology.
