On this day, 39 years ago, on November 18, 1986 (October 17, 1986, the "August 63 Plan Outline" was released. On November 18, 1986, the Central Committee of the Communist Party of China and the State Council issued a notice on forwarding the Outline of the High-tech Research and Development Plan (the "August 63 Plan"). On March 3, 1986, scientists Wang Daheng, Wang Ganchang, Chen Fangyun, and Yang Jiachi wrote to the Central Committee of the Communist Party of China and put forward suggestions for the development of high technology.
