On this day, 46 years ago, on February 23, 1979 (January 27, 1979, the Standing Committee of the National People's Congress decided that March 12 of each year would be China Arbor Day. "Arbor Day" is a festival legally stipulated by some countries to promote forest benefits and mobilize people to participate in voluntary afforestation. On July 31, 1915, China government stipulated that the annual Qingming Festival of the lunar calendar was Arbor Day, when tree planting ceremonies were held throughout the country and afforestation activities were organized. In April 1928, the Kuomintang government changed the original Arbor Day to March 12 every year to commemorate the death of Dr. Sun Yat-sen. It is because Mr. Sun has a great love for "tree art and animal husbandry" since he was a child. On February 23, 1979, the Sixth Session of the Standing Committee of the Fifth National People's Congress decided to still use March 12 as my country's Arbor Day to encourage people of all ethnic groups across the country to plant trees, green the motherland, improve the environment, and benefit future generations. After the founding of the People's Republic of China, the Sixth Session of the Standing Committee of the Fifth Session of the National People's Congress decided in February 1979 that March 12 of each year would be Arbor Day. In September 1984, the General Provisions of the Forest Law of the People's Republic of China, which was adopted and revised at the Seventh Session of the Standing Committee of the Sixth National People's Congress, stipulates: "Afforestation and forest protection are citizens 'obligations," thus bringing afforestation into the scope of law.
