Yi Wei and Li Hongzhang accepted the telegram of peace outline

On December 22, 1900, Yi Yi and Li Hongzhang received 12 proposals and outlines proposed by 11 countries: Britain, Russia, Germany, Japan, the United States, France, Italy, Austria, Belgium, Spain and the Netherlands, and immediately cabled Xi'an.

The main content of the outline is:

First, condemn the "culprit" with the most important law.

2. Pay compensation to each country separately.

III. Send members to Germany and Japan to apologize for their crimes and build a monument for Clind.

Fourth, all localities were fined and suspended for five years for causing trouble.

Fifth, blow up the Dagu Fort.

Sixth, set up foreign military cards along the way from Tianjin to Beijing.

Seventh, the embassies of various countries are allowed to keep guards permanently.

8. Officials, large and small, who are responsible for venturing foreigners from then on should be expelled forever.

Prohibit the import of war-related materials into China.

10. Punishment orders and notices should be posted for two years, and all gang gangs should be dissolved.

Change the etiquette of the ambassadors, and only one minister in charge will be appointed in the Prime Minister's Yamen to show their importance.

After all the conditions have been complied with, the coalition forces will withdraw.

The outline of the peace talks shows that it is all due to Li Hongzhang's efforts to mediate to investigate the responsibility of Empress Dowager Cixi and force her to return to power. Cixi's heart fell to the ground, that is, she replied to the instructions on the same day: "Respect for the relationship between the Zong Dynasty and the society is the most important, and we have to compromise and seek perfection". All 12 articles are agreed, but they are to "try their best to polish" the detailed entries, and "one point is one point for remedy".
