On this day, 28 years ago, May 7, 1997 (April 1, 1997, the Guangming Project began to be implemented. On May 7, 1997, the "China Bright Project" determined by the state has entered the implementation stage. Within five years, 8 million poor people without electricity will become the first beneficiaries of this project. The "China Bright Project" will develop and utilize new energy sources such as wind energy and solar energy to provide energy to areas without electricity far from the power grid with new power generation methods, providing conditions for changing the local poverty and backwardness. This plan was formulated by my government in response to the initiative put forward at the World Solar Summit held in Zimbabwe in 1996 to implement the "Bright Project" in areas without electricity around the world. At present, my country has 76.56 million people without electricity, 16 counties without electricity, and 29783 villages without electricity. These populations and areas are far away from the power grid, and the load is small and scattered, making it impossible to provide electricity by extending the power grid. Lack of electricity has become a major obstacle to economic development. According to a person from the State Planning Commission, my country is rich in wind energy and solar energy resources. The total amount of wind energy that can be developed is 253 million kilowatts. Areas with annual sunshine time of more than 2000 hours account for 2/3 of the country's land area. At the same time, through independent development and introduction of technology, my country has been able to provide a variety of supporting wind energy power generation equipment, laying a technical foundation for the implementation of the "China Bright Project." It is reported that the "China Bright Project" will choose wind power generation as a breakthrough in the near future. The goal is to use wind power to supply power to 23 million people in my country's wind-free areas by 2010. The first phase aims to complete the construction of wind power systems for 2000 villages without electricity and 100 microwave communication stations within 5 years, with a total installed capacity of 400,000 to 600,000 kilowatts, which can bring light to 1/10 of the country's population without electricity, or 8 million people.
