On July 18, 1942, Stilwell formally proposed the "Plan to Counterattack Myanmar" to Chiang Kai-shek. The main points are: "Three British divisions, one American division, and two Chinese divisions will cross the Chindun River from Assam, India, and enter Myanmar, and attack Ripo and Mandalay; another 12 divisions of China will be ordered to attack Lashio from western Yunnan, join forces with the US-British coalition forces from India to Myanmar, and then send troops south to Yangon; after the land forces begin to attack, the British Navy and Air Force should attack the Andaman Islands and land in Yangon. On July 29, Stilwell further proposed the "Pacific Front Plan". This plan calls for the completion of equipment training for 30 divisions in Yunnan and the launching of an attack between November 15 this year and April of the following year. Three British divisions, one American division and two China divisions will set out from Manipo, India, and attack Mandalay via Kaliwa, Damu and Homalin. At the same time, 12 divisions will be dispatched from western Yunnan to attack Lashio and Bamo.
