Nanjing's status is more important in party affairs, politics, military affairs, and geography than Wuhan. He also announced four "strategies for the national revolution": "First, make the revolutionary army more closely integrated with the people; second, create a clean government; third, advocate the protection of domestic industry; fourth, protect the interests of agricultural and industrial groups and help their development."
