On May 1, 1931, Wang Jingwei sent a telegram to all Kuomintang party headquarters at home and abroad, saying that Chiang Kai-shek had caused trouble to the party and the country."The violence was growing every day, and it was sad to say it." Now that the Guangdong side is rising to discuss Chiang,"The matter has come to this point, it is time to convene a provisional national congress in accordance with the general charter to resolve everything." On the 3rd, Chen Jitang, commander-in-chief of the Kuomintang's Eighth Route Army in Guangdong, and division commanders Yu Hanmou, Xiang Hanping, and Chen Ce, commander of the Fourth Fleet, jointly sent a telegram in response to Gu Yingfen and others's telegram to impeach Chiang Kai-shek on April 30, demanding that Chiang retire. On the 11th, Kuomintang generals Li Zongren, Bai Chongxi, Zhang Fakui, and Li Pinxian sent a telegram accusing Chiang Kai-shek of "stealing the party and harming the country since he occupied the central government of Nanjing." He expressed his determination to defeat Chiang,"unite with the Yangtze River and settle Jinling", and "save the party and save the country." On the 27th, Wang Jingwei, Sun Ke, Tang Shaoyi, Zou Lu, Chen Youren, Chen Jitang, Yan Xishan, Feng Yuxiang, Gu Yingfen, Lin Sen, Li Zongren, Li Fulin, etc., the first, second and third executive and temporary members of the Kuomintang Central Committee, held an "Extraordinary Meeting of the Executive and Supervisory Committee of the Kuomintang Central Committee" in Guangzhou. The meeting adopted the declaration of the extraordinary meeting drafted by Wang Jingwei, decided to form a separate national government, announced the organizational outline of the national government, and denied the legitimacy of Chiang Kai-shek's Nanjing government. The meeting decided to convene the National Congress of the Kuomintang.
