On this day 43 years ago, on December 3, 1982 (October 19, 1982 lunar calendar), the United Nations General Assembly adopted the World Programme of Action on Disabled Persons. On December 3, 1982, the thirty-seventh session of the United Nations General Assembly officially adopted the World Programme of Action on Disabled Persons. The Programme is divided into three parts. The first part identifies effective measures to promote the promotion of disability prevention and rehabilitation, puts forward the tasks of disabled persons in disability prevention, disability rehabilitation and equal opportunities; analyzes the prerequisites for achieving the goals of the Programme. The second part points out the causes of disability, enumerates the current situation of persons with disabilities in developing countries and the constraints that hinder their participation in society. The last part is the core of the text - the recommendations for implementing the Programme of Action, which clearly states that the World Programme of Action is for all countries. It requires governments to establish focal points or national committees to investigate and monitor subordinate agencies and Non-governmental organizations to fulfill the tasks stipulated in the Programme. The United Nations declared 1983-1992 as the United Nations Decade of Disabled Persons. To this end, a emblem was specially designed to symbolize peace and mutual assistance for the disabled and able-bodied. During the Decade, the General Assembly will meet every year to consider the issue of persons with disabilities, and urge Member States to establish focal points or national committees to investigate, understand and evaluate the implementation of the Programme. The General Assembly also established an advisory body to communicate technical exchanges and cooperation among countries, and to provide various services.
