On October 19, 2007 (September 9, 2007 in the lunar calendar), the European Union resolved the constitutional crisis through the Lisbon Treaty. On October 19, 2007, the informal summit of the European Union in Lisbon, the capital of Portugal, adopted a new European Union treaty, the Lisbon Treaty, to replace the Constitutional Treaty of the European Union, which was rejected by France and the Netherlands in 2005. This effectively ended the six-year constitutional process of the European Union. According to the new treaty, the decision-making methods and institutional settings of the European Union will be drastically reformed, with the aim of making the enlarged European Union work better. The new treaty was signed by European Union heads of state in Lisbon on December 13 and submitted to member states for ratification. It will enter into force in January 2009 after ratification by member states.
