On June 2, 1968, the Central Committee of the Communist Party of China issued the "Notice on the Allocation of College Graduates in 1967." The "Notice" proposes: First, when graduates are assigned to work, we must completely break the old system that college graduates can only be assigned to cadres when they go out, but not workers or farmers. 2. College graduates (including postgraduate students) in 1966 and 1967 generally had to first become ordinary farmers and ordinary workers.
