On this day, 74 years ago, on February 18, 1951 (January 13, 1951 in the lunar calendar), the central government proposed the idea of "three years of recovery, ten years of construction." On February 18, 1951, the Central Committee of the Communist Party of China issued the key points of the resolution of the enlarged meeting of the Political Bureau drafted by Mao Zedong, informing the party that the Central Committee held a political conference in mid-February attended by responsible comrades of each central bureau, and discussed eight important issues: (1) 22 months of preparatory work;(2) publicity and education campaign to resist U.S. aggression and aid Korea;(3) land reform;(4) suppression of counter-revolutionaries; (5) Urban work;(6) Party consolidation and party building;(7) United front work;(8) Rectification. The central government pointed out that the idea of "three-year preparation and ten-year planned economic construction" must be understood by all provincial and municipal cadres. There are still 22 months left for preparation, and work must be intensified from all aspects. On May 7, Liu Shaoqi explained in his report at the First National Propaganda Work Conference of the Communist Party of China that after three years of preparation (16 months left), we will come up with a 10-year economic plan. In 10 years 'time, the face of New China will change. By then, we will not only have strong agriculture, but also have our own strong industries, making China a prosperous country. Only then can our country consider the issue of socialism. We cannot raise this question now. Now some people talk about socialism, but I say it is too early, at least 10 years too early. Liu Shaoqi went on to point out that when socialism is implemented, we can only answer this question based on actual conditions. After 10 years, some socialist steps can be taken; it is also possible that after 10 years, such steps cannot be taken and it will be a few years. Liu Shaoqi also criticized the idea that by organizing 10, 8, 30, and 20 farmers and using land, livestock, and farm tools together, my country's agriculture can be directly transformed into socialism through this primary form of agricultural cooperatives and mutual aid groups, pointing out that this is a fantasy of agricultural socialism. Without the help and leadership of the workers 'stage, the farmers themselves would not be able to engage in socialism. It is impossible to transfer to socialism by the farmers' power alone. If you think that this is socialism and call on farmers to organize agricultural cooperatives and launch mass movements, you will make a big mistake.
