Based on the first draft and after revision, the Constitution Drafting Committee adopted the "Draft Constitution of the People's Republic of China" at its meeting on June 1, 1954 and submitted the draft to the Central People's Government Committee for discussion. On June 14, the Central People's Government Committee adopted the "Draft Constitution of the People's Republic of China" and decided to publish the draft and conduct a national discussion. A total of 150 million people participated in the discussion, which lasted more than two months. On September 9, the Central People's Government Committee held a meeting to discuss and adopt the revised "Constitution of the People's Republic of China (Draft)" based on the opinions put forward in the national discussion. On September 12, the Constitution Drafting Committee discussed and approved the Constitution Drafting Committee's report on the "Constitution of the People's Republic of China (Draft)" made by the Committee to the First Session of the First National People's Congress. At the first session of the First National People's Congress held on September 15, the Constitution Drafting Committee proposed the "Constitution of the People's Republic of China (Draft)" to the General Assembly. Liu Shaoqi delivered the "Report on the Draft Constitution of the People's Republic of China" on behalf of the Constitution Drafting Committee. On September 20, the first session of the First National People's Congress adopted the Constitution of the People's Republic of China (the 1954 Constitution) by secret ballot.
