108 years ago today, on March 4, 1917 (February 11, 1917 in the lunar calendar), Premier Duan Qirui left Tianjin, and the dispute between the government and the hospital intensified. In early March 1917, Duan Qirui and others concocted the "Outline of Conditions for Joining the Allied Forces". The main points of the "Outline" are: (1) Stop the payment of reparations to Germany and Austria, and suspend the payment of reparations to the Allied powers for ten years; (2) Agree to China to increase the import tax to 7.5%, which will be increased to 12.5% after the reduction of the Li gold; (3) Cancel the provisions of the Xin Chou Treaty on not allowing China to station troops in Tianjin. On the 3rd, the State Council passed the address to the National Assembly on breaking up diplomatic relations with Germany and the "Outline of Conditions for Joining the Allied Forces". On the 4th, Duan led his cabinet members to the Presidential Palace and asked Li Yuanhong to stamp and pass the National Assembly in his address to Germany, and sent the "Outline of Conditions for Joining the Allied Forces" to Zhang Zongxiang for negotiation with the Japanese government. Li Yi had a great deal to do, and he refused to seal his words. Duan left angrily, and announced his resignation that night and left Beijing for Tianjin. The once-eased dispute between the government and the hospital suddenly intensified. After Duan Qirui left Tianjin, Li Yuanhong took the opportunity to reshuffle the cabinet. On the 5th, he invited Xu Shichang, Wang Shizhen, and Vice President Feng Guozhang, who had come to Beijing to negotiate diplomatic issues, to the Presidential Palace for discussion. Li Yuanhong asked Xu Shichang and Wang Shizhen to serve as prime minister and army chief respectively, but Xu and Wang repeatedly bowed and thanked him. Feng Guozhang went to Tianjin to persuade Duan Qirui to resume his post. On the 6th, the authorities of the Beiyang provinces called again one after another to persuade Duan to "work hard". Li Yuanhong had no choice but to ask Feng Guozhang to go to Tianjin to persuade Duan to be reinstated. Before Feng left, he agreed with Li Shang on the conditions for Duan's reinstatement: (1) the president would no longer object to the foreign policy set by the cabinet; (2) the president could not refuse to stamp the order drawn up by the cabinet; (3) the cabinet instructed the envoys, overseers, and provincial governors abroad that the president should not interfere. Seeing that Li Yuanhong had compromised, Duan Qirui returned to Beijing that night. The next day, Duan sent a message to the provinces and ministers abroad, claiming that the cabinet's foreign policy on Germany had been approved by the president, and the provinces "must not have any further objections."
