Seventy-six years ago today, on September 21, 1949 (July 29, 1949), the first plenary session of the Chinese People's Political Consultative Conference was held. The first plenary session of the Chinese People's Political Consultative Conference was held in Peiping on September 21-30, 1949. The meeting was attended by 662 people from various democratic parties, organizations, democrats without party affiliation and specially invited representatives. The meeting was opened by Chairperson Mao Zedong of the Central Committee of the Communist Party of China. Lin Boqu, Tan Pingshan, Dong Biwu and others respectively explained the preparations for the Political Consultative Conference, the Organic Law of the Political Consultative Conference, the Organic Law of the Central People's Government of the People's Republic of China, and the Common Program of the Political Consultative Conference. After thorough democratic discussions, the deputies unanimously adopted the Common Programme of the Chinese People's Political Consultative Conference, the Organic Law of the Central People's Government of the People's Republic of China, and the Organic Law of the Chinese People's Political Consultative Conference. The Common Programme stipulates that the People's Republic of China is a people's democratic dictatorship led by the working class, based on the alliance of workers and peasants, and uniting all democratic classes and ethnic groups; state power belongs to the people, and the organs for the people to exercise state power are people's congresses and people's governments at all levels, and people's congresses at all levels are elected by the people by universal suffrage; the highest organ of state power is the National People's Congress, and when the National People's Congress is not in session, the Central People's Government is the highest organ for exercising state power. The "Organic Law" stipulates that the CPPCC is the organizational form of the National People's Democratic United Front. After the National People's Congress is held, it will continue to exist as a consultative organ of all democratic parties and people's organizations for a long time. The convening of the first plenary session of the Chinese People's Political Consultative Conference and the establishment of the Central People's Government of the People's Republic of China marked the victory of the Chinese people's new democratic revolution. China's history has since entered a new era. Mao Zedong delivered the opening speech. During the meeting, Mao Zedong traveled with the delegates to the venue of the Temple of Heaven Conference. At the first plenary session of the Chinese People's Political Consultative Conference, Mao Zedong was elected Chairperson of the Central People's Government.
