Chinanews, August 31. According to Reuters, recently, U.S. President Trump unilaterally canceled the US$4.9 billion in foreign aid authorized by the U.S. Congress, further intensifying the fight with the Legislature over control of national spending.
In a letter posted online on Monday, Trump told House Speaker Mike Johnson that he plans to withhold funding for 15 international projects.
According to the report, if the White House does not intend to spend this money, it must be approved by Congress. In July, Congress had already approved the cancellation of $9 billion in foreign aid and public media funding.
This latest move, known as "pocket revocation," bypasses Congress entirely.
Trump’s budget director, Russell Watt, claimed that the president could legally withhold funds for 45 days, thus delaying the time until the end of September 30 Japanese fiscal year, according to the White House, the strategy was last used in 1977.
A court document filed on Monday showed that the money was originally used for foreign aid, UN peacekeeping operations and so-called overseas democracy promotion projects, mostly managed by the United States Agency for International Development (USAID), which the Trump administration has basically dismantled.
Stefana Dujarric, a UN spokesperson, responded: "This will make our budget or the flow of funds more difficult, but we will continue to communicate with the US authorities for more details."
