The Vietnamese government recently decided to centrally distribute National Day complaints, 100,000 Vietnamese shields (approximately 27 yuan) per person, through the social insurance account of VNeID (Vietnamese National Electronic Identity Platform), or directly distributed by local authorities.

According to Resolution No. 263 issued by the Vietnamese government on August 29, the condolence payment will be paid to Vietnamese citizens, Vietnamese overseas Chinese who have not yet identified their nationality but have obtained identification certificates and live in Vietnam, and must be paid on August 30, 2023. Have a personal identification number in the national population database before 24 hours.

The distribution is based on permanent households, calculated according to the number of people in the household, and distributed to other family members after being collected by the head of household or authorized members; Citizens without permanent residence registration can directly receive it or entrust others to receive it on their behalf.People can collect money through their social security accounts bound to VNeID, or go to a centralized distribution point set up by local governments. The centralized distribution time is August 31 and September 1, and the completion can be postponed until September 15 under special circumstances.

On August 28, 2025, people will visit the national 80 years of achievements exhibition

In order to implement the policy, the Vietnamese government added 10.70 trillion Vietnamese dong (about 2.90 billion yuan) from the central budget in 2025. If the local funds are not used up, they need to be returned to the central government. If the funds are insufficient, they will be temporarily advanced by the local finance or legal channels and applied to the Ministry of Finance for supplementation.

The Ministry of Public Security of Vietnam is responsible for extracting the list of the national population database as of 24:00 on August 30, refining the allocation by province, city, and community, and guiding people to integrate social security accounts and open bank accounts in VNeID to assist local governments in implementing policies.

On the evening of August 28, Vietnamese Prime Minister Wang Ming announced that the Central Political Bureau has approved the distribution of 100,000 Vietnamese shields per capita to the whole people in commemoration of the 80th anniversary of the August Revolution and National Day (80 years of the Revolution, Tháng Tám and Quốc khánh 2/9).

As of August 28, 18 banks have connected to the VNeID platform to support the disbursement of social security funds, including Vietnam Agricultural and Rural Development Bank (Agribank), Vietnam Industrial and Commercial Bank (ViettinBank), Vietnam Investment and Development Bank (BIDV),Stock Commercial Bank of Vietnam Foreign Trade£¨Vietcombank£©¡¢New Korean Bank(ShinhanBank) and others, people can also receive money through Vietnam Postal Telecommunications Group (VNPT)¡¯s Mobile Money account. The list of future partner banks is expected to expand further.
