According to Bloomberg News, a panel of judges in Washington that day upheld a previous ruling of the International Trade Court that Trump mistakenly invoked an emergency law to implement these tariffs.

In May, the US International Trade Court blocked the tariffs announced by US President Donald Trump on "Liberation Day" on April 2 from taking effect, and ruled that Trump had overstepped his authority to impose sweeping tariffs on countries that export more to the US than they import. The court in Manhattan, New York, said the US constitution gave Congress exclusive powers to regulate trade with other countries, and that the emergency powers the president claimed to exercise to protect the US economy did not override those powers.
