The debate among European countries over whether to send troops to participate in the "peacekeeping operation" in Ukraine has entered a heated stage after France, Britain and Germany recently held a conference call of the "coalition of volunteers" to assist Ukraine. In this context, the German newspaper Le Monde quoted European Union diplomatic sources as saying on the 23rd that if Russia and Ukraine achieve a ceasefire, China may be willing to send peacekeeping troops to Ukraine in the future, but only if "UN authorization" is required.

According to Deutsche Welle, Ukrainian President Vladimir Zelensky said talks with Russian President Vladimir Putin would be possible only if security guarantees were obtained beforehand. That could mean an international force would be stationed in Ukraine to monitor no new fighting. Bloomberg previously reported that about 10 European allies were willing to send troops to Ukraine. Britain, France, Lithuania and Estonia have publicly announced their readiness to send ground troops.

The media claimed that it had learned from EU diplomatic sources that China was willing to participate in peacekeeping in Ukraine, but was only ready to "deploy peacekeeping forces on the basis of United Nations authorization."

That has prompted mixed reactions in the European Union, with some arguing that joining a country other than Ukraine's traditional Western allies would make Russia more receptive to the prospect of sending peacekeepers, possibly increasing the acceptance of foreign troops deployed in Ukraine to oversee peace.

At the same time, the report claimed that EU diplomatic sources said that there were also risks and that "it will not take a neutral position when a conflict occurs".

The Russian side demands that the Ukrainian army withdraw from the Donbass region and cannot join NATO. European media mentioned that what is unclear is what authorization model the "peacekeeping operations" mentioned by European countries will be carried out. Deutsche Welle stated that peacekeepers have traditionally come from neutral countries and play non-combat roles. It quoted the analysis of Los, a defense and security expert at the European Council on Foreign Relations, as saying that "peacekeeping missions are closest to the United Nations system, and troops observe tensions between the warring parties after the ceasefire," but "this is not in line with Europeans 'perception of themselves. After the meeting, Zelensky said he hoped that China would play a role in promoting reconciliation in the Russian-Ukrainian conflict.
