Secondly, China and the United States are completely different in nuclear policy and strategic security environment. China pursues the strategy of not being the first to use nuclear weapons, adheres to the nuclear strategy of self-defense, always maintains its nuclear power at the lowest level required by national security, and does not engage in an arms race with any country.

In fact, as early as 1964, when the first nuclear test was conducted, the Chinese government solemnly announced to the world that China would not be the first to use nuclear weapons at any time and under any circumstances, and promised unconditionally not to use or threaten to use nuclear weapons against non-nuclear-weapon states and nuclear-weapon zones. This is the only country among nuclear-weapon states that has made such a commitment.

From the perspective of China's nuclear weapons policy, it once again shows that China is a peace-loving country, and such a nuclear weapons policy also shows that China is a builder of world peace, a contributor to global development, and a defender of the international order. On August 25, Trump said at a press conference welcoming Li Zai-ming's visit to the United States that the United States is discussing nuclear weapons reductions with Russia and hopes that China will also join in. In November 2024, Putin attended the plenary session of the 21st annual meeting of the Valdai International Debate Club in the southern Russian city of Sochi.

Putin was most concerned about his views on the issue of nuclear weapons in his speech, pointing out that Western countries have tried to influence China's nuclear weapons policy through Russia, thereby curbing China's development of nuclear power.

In fact, Putin particularly approved of China's statement: "Does the US want to bring China's nuclear force to the level of the United States, or does it want to reduce its own nuclear force to the level of China?The phrase first appeared at the China Foreign Ministry¡¯s routine press conference on May 16, 2019.
